Developing outsourcing Strategy
The Challenge
With the MOD outsourced contract for commodity procurement and management, warehousing and distribution contract coming to an end it needed to develop the strategy for future outsourcing with an ambition to develop and expand the scope and model of current delivery worth in excess of £200M per annum. The work was to be developed within a 12-week sprint, cohering a stakeholder group that spanned all major Defence organisations. Working with a Big4 prime, Squarcle led the development of a coherent requirements scope and spend analysis that would allow for the approval for progression to the Concept Phase and a future competitive tender.

The Squarcle Solution
- Implementation of a structured 6-stage process developed from the Squarcle operating model to develop the strategy formation process
- Utilisation of value chain analysis based upon the functions of the SCOR model to understand the drivers of value within the end-to-end supply chain
- Development of power-app based data analysis to provide empirical evidence to provide an analysis of the scale and volatility of commodity and logistic service management
- Intensive stakeholder management/engagement to maintain buy-in to the strategy development approach
The Results
- Clear boundaries and vision set for the programme development within the Concept Phase including the basis of the strategic outline case
- Production of key programme artefacts recognised by the UK StratCom Portfolio Office as ‘best-practice’ for the stage of the programme
- Increased understanding of the drivers within the commodity and logistic services value chain
- Recognition of the depth of analysis and endorsement of the final report from the Defence Support Enterprise senior community (2/3* level)
